Optimization and upgrading of industrial structure for a country or a area's economic development, social progress and promoting the regional economic competitiveness and sustainable economic and social development, has very important practical significance. In this paper, we study Germany Ruhr Industrial Area industrial structure optimization and upgrading of the practice and experience for reference, the regional industrial structure optimization and upgrading of our country has certain theoretical significance and practical guiding significance.
