Abstract

This research aims to develop and evaluate innovative English language learning for students with hearing impairments using a translanguaging approach and the Technological Pedagogical Content Knowledge (TPACK) framework. The research employed a Design-Based Research methodology through needs analysis, design, development, implementation, and evaluation. Eight students with hearing impairments and 13 non-disabled students in the Special Education Study Program at Manado State University participated in this research. The results show that integrating a translanguaging approach involving Indonesian Sign Language (BISINDO), Indonesian language, and English, supported by technologies such as Learning Management Systems (LMS) and real-time captioning, significantly improved learning accessibility and English communication skills for students with hearing impairments. Although there was a gap in average scores between students with hearing impairments (70.71) and non-disabled students (79.64), this approach demonstrated promising potential in creating an inclusive learning environment. This research contributes significantly to developing inclusive teaching methodologies in higher education and highlights the importance of technology integration in supporting students’ linguistic diversity.
