Abstract

The presented article contains a brief comparative analysis of the terminology used in the social sciences that study public policy to describe the characteristics of the “strength” / “weakness” of the state, using North American, Latin American, and Russian sources as examples. The article states that in most of the cases under consideration, the descriptive characteristics of the state’s weakness used by researchers evaluate the political regime and its “relations” with society through civil society institutions. The main focus of the study is the conceptual variability of the terms describing statehood in the social sciences, namely: “weak state” / “fragile state”, “failed state” / “failed state”, “anocracy”, “absent” / “absentee state” and desert state / “estado desertor” in the context of the relationship of the characteristics of the political system and economic development of the state.The article indicates an increased interest in describing the so-called “weak state” or “failed state”, as well as transitional and “hybrid forms”, as opposed to the primary interest of 20th century social scientists in describing, studying and comparing democratic, authoritarian and totalitarian regimes in the context of their influence on the economic potential of the state.
