Abstract

The complaint of businesses about the complexity of the licensing requirements, is the basis of the importance of research on licensing reform policy, particularly Publishing Trade License (SIUP) in South Tangerang City. The main problem in this research is how the effectiveness of the licensing reform policy particularly SIUP in South Tangerang City? This study is a qualitative research to get a comprehensive and deep information both real and hidden. Data were collected by interview, observation and documentation study. The results showed that the policy of licensing reform on SIUP in South Tangerang City, has not been fully effective. It was seen from the main objectives of the policy of reform have not been achieved : easy licensing requirements, simple procedures, rapid time and free cost.
