Abstract

From a comprehensive government to a service-oriented government, the governance model of the Chinese government has undergone many adjustments. In this gradual and continuous transformation process, the ideas, methods, structure, strategy and other elements of government governance have been adjusted to varying degrees, and the internal and external factors have also played a role at the same time. Due to the new requirements of the government reform in the New Era, the government must further improve itself, and form a multi-dimension compound governance model. The multi-dimensional government should be law-based, follow a variety of values and implement differential treatment according to the domain and hierarchy. In order to realize this innovative governance model, the government needs to cooperate with the ruling party, the national people's congress, other state institutions and the public.
