Abstract

Based on the provincial panel data from 1989 to 2013 and the fixed effects model, this paper presents an empirical study in the means of insurance, law and government expenditure on disaster prevention and mitigation and discusses the specific impact of the formal system to natural disaster losses. The results show that an advanced insurance industry, perfect rule of law and an appropriate level of government expenditure on disaster prevention and mitigation, lead to the smaller economic and personnel losses in natural disasters.
