Abstract

The purpose of this study is to clarify the connotation and to summarize the typical theory of state-owned enterprise welfare. The conclusion of this study is that state-owned enterprise welfare has a narrow and broad sense. Narrow welfare refers to the welfare program that is allowed by welfare payment policy of Chinese government. Broad welfare refers to various supplementary remunerations and services provided by the employer. The broad welfare can be divided into seven categories which are health and medical security, post-employment security, job security, education and training, housing security, work and life balance, and human care. This study summarized three typical theory of welfare which are human capital theory, organizational support theory and positive welfare theory which may explain the function of welfare from the aspects of setting, incentive and differential management.
