Abstract

This study aims to examine in depth the dynamics of collaborative partnerships between universities and partner institutions in implementing the Merdeka Belajar Kampus Merdeka (MBKM) program—anchored to Key Performance Indicators at Gorontalo State University (UNG). It pursues three main objectives: (1) to analyze needs and map the quality of the MBKM program at UNG with an emphasis on strengthening student character; (2) to investigate the forms and models of cooperation between the university and its Kampus Merdeka partner institutions; and (3) to assess the monitoring and evaluation of these collaborative partnerships. Employing a qualitative case-study approach, the research enables an in-depth exploration of partnership phenomena within UNG’s local context. Data are collected through in-depth interviews, document analysis, and participatory observation of ongoing MBKM programs. Analysis is conducted via data condensation using content-analysis techniques, and data credibility is ensured through source and method triangulation. The findings indicate that UNG has developed diverse and mutually beneficial collaborations with external partners; however, challenges remain in aligning academic curricula with field de-mands, involving students in participatory planning, and implementing longterm impact-based evaluations. The study concludes that strengthening participatory mechanisms, collaborative curriculum design, and out-come-oriented evaluation systems are essential steps to improve the effectiveness and sustainability of MBKM implementation in universities.
