Abstract

Effective human resource development (HRD) is essential for ensuring the quality and relevance of school library services, especially when managed by elementary school teachers who also serve as librarians without formal library science training. In such cases, competency enhancement plays a vital role in maintaining service quality, fostering innovation, and meeting users’ evolving needs. This study aims to analyze HRD strategies for teacher-librarians in optimizing school library services and to examine their impact on service quality at Cikampek Barat 3 Elementary School, Karawang. A qualitative descriptive approach was employed, with data collected through direct observation, semi-structured interviews with two teacher-librarians and the school principal, and document analysis. The findings show that competency development strategies included continuous training, formal and non-formal education, project-based assignments, mentoring, and technology integration. These efforts improved five key service quality dimensions—tangibles, reliability, responsiveness, assurance, and empathy. Despite challenges such as dual workloads, limited specialized training, restricted facilities, and minimal professional networking, the commitment of teacher-librarians ensured that the library continued to function effectively and meet users’ needs. Tailored HRD strategies for teacher-librarians significantly enhanced service competencies, built user trust and satisfaction, and encouraged innovative programs such as information literacy sessions, and project-based learning in library. In the digital era, effective HRD in school libraries is critical for sustaining relevance, driving innovation, and supporting the school’s mission to promote literacy and high-quality learning.
