Abstract

Chinese central government car ried out the National Designated Poverty (NDP) County Policy in the 1880s, aiming to reduce the amount of the poor, improve the life quality and balance the development of different districts. To probe into the effect of the policy, this paper sorts out the 4 phases of the policy and collects related researches. It found that although the incidence of poverty and the amount of the poor had decreased a lot in the past decades, there were still many problems existing in NDP counties. Dealing with the problems successfully will be crucial to the completion of 2020 plan, whose goal is to lift all the residents above the poverty line.
