Abstract

Taking Shanghai as an example since its opening-up in the mid-19th century, and comparing the solutions to similar issues carried out by megacities in other parts of the world, this paper makes a systematic and comprehensive analysis on the historical experience and current challenges of the population development of megacities in China. It points out that the population development of megacities in China has its own unique development context and characteristics. The best way to fully solve the population challenges of megacities is to integrate their surrounding cities into one entity(the Zone) at a high level. While emphasizing that it is the Primate City of the Zone, the megacity should abandon the current “localistic” mindset and adopt “Regional Integration” approach which aims to optimize its capital and resource allocation, adjust its industrial structure, and coordinate its interest as a whole in the Zone. This “Regional Integration” approach can not only eliminate the “siphon effect”, but also solve the population challenges faced by megacities ultimately. If the development concept of “regional integration” is magnified at the national level, it will promote the balanced development of different Zones and would be a feasible way to promote the prosperity of the whole country.
