Abstract

The People’s Consultative Assembly (MPR) is a unique institution in Indonesia’s governance system, blending Western democratic values with the principles of Islamic deliberation. This study examines the genealogy and evolution of the MPR, focusing on the integration of Western democratic elements and Islamic deliberative traditions, as well as assessing their impact on Indonesia’s democratization process. The research employs a normative legal method with a doctrinal approach to analyze the concept of consultative democracy from both Islamic and Western perspectives. The genealogy of deliberation is traced as the conceptual foundation for the hybrid nature of the MPR. This approach considers historical, cultural, and idealistic values to provide a comprehensive understanding of the structure and functions of the MPR. The findings reveal significant transformations in the role of the MPR over time. Western democratic values are evident in its representative nature and legislative functions, while Islamic deliberative principles are reflected in the collective and inclusive decision-making processes. The study highlights the challenges of maintaining a balance between the framework of Western democracy and Islamic traditions within the MPR, particularly amidst evolving political dynamics. As a hybrid institution, the MPR serves as a unique model of democracy in Indonesia by integrating both systems. Maintaining this balance is essential for preserving the integrity of Indonesia’s state administration. Moreover, the concept of sovereignty as a divine mandate underscores the importance of respecting the rights of diverse communities to ensure societal and national stability.
