The unit of analysis for this research is the Ministry/Institution and other stakeholders involved in synchronizing central and regional planning and budgeting, namely the link between planning and budgeting at the district, provincial, and central levels. The research results show that The governance of central and regional planning and budgeting synchronization networks in Indonesia has several challenges that need to be overcome.
