Abstract: This study proposes sea transportation policies to improve safety and accessibility to Penyengat Island, located in the Riau Islands Province, Indonesia. The study uses a post-positivist approach and qualitative research methods to assess the current state of sea transportation infrastructure, analyze existing policies and regulations, evaluate transportation needs, identify challenges and limitations, propose policy recommendations, and provide insights for decision-making. The study identifies policy problems, such as limited access, weather conditions, and inadequate infrastructure, and suggests solutions, such as improving sea transportation services, infrastructure, and safety. The study highlights the importance of evaluating policies' effectiveness and ensuring continuous monitoring and implementation. The study concludes that a comprehensive sea transportation policy is necessary, and stakeholder engagement and public participation are crucial for policy formulation and implementation. Improving sea transportation services can contribute to the region's economic development, attract more tourists, and provide better access to social services and opportunities.
