The 2nd International Conference on Social-Humanities in Maritime and Border Area (SHIMBA) 2023 was successfully held in Tanjungpinang, Riau Islands, Indonesia, on September 18, 2023 (hybrid event). SHIMBA 2023 was hosted by the Faculty of Social and Political Sciences, Universitas Maritim Raja Ali Haji. The central theme is “Strengthening Maritime Border Governance in Southeast Asia: Regionalism and Locality”. The 2nd International Conference on Social-Humanities in Maritime and Border Area (SHIMBA) 2023 is our response to the issues of developing maritime and border areas. This conference provides forums for discussion and collaboration among stakeholders (lecturers, academics, researchers, practitioners, and graduate students) with roles, interests, and contributions to related issues.

The conference presented an outstanding paper volume covering the most recent advances in Southeast Asia maritime governance in terms of (1) geopolitics and mar- itime governance; (2) strategic planning and management for maritime governance; (3) decentralization and local governance in maritime region; (4) legal, law, and regulatory challenges for maritime governance; and (5) coastal communities and livelihoods in Southeast Asia maritime governance. The papers in this proceedings published by Atlantis Press represent a collection of plenary talks, invited keynote speeches, and other contributions.

The conference invited keynote speakers to share their insights related to maritime issues from diverse backgrounds and perspectives, such as from Malaysia (Prof. Madya Dr. Jalaluddin Bin Abdul Malek, Universiti Kebangsaan Malaysia), Indonesia (Prof. Dr. Siti Zuhro, M.A., BRIN), and (Dr. Dafri Agussalim Gadjah Mada University, Indonesia), from Thailand (Onanong Thippimol, Ph.D., Thammasat University, Thailand) and from Norway (Ziaul Haque Munim, Ph.D., University of South-Eastern Norway).
