The Risk Analysis Council of China Association for Disaster Prevention was issued a registration certificate by the Ministry of Civil Affairs of the People's Republic of China on September 12, 2003, and was announced in Beijing in August 2004. It is a national academic organization engaged in multidisciplinary risk analysis research in China. Extensively unite risk researchers from all walks of life to raise the burden of risk analysis and management in China.

With the rapid development of China 's economy and society, all walks of life are facing increasing risks and challenges. How to effectively identify risks, prevent risks, resolve risk, and carry out effective risk control is the major responsibility of risk researchers and managers in China. In order to continuously promote the development of risk analysis and risk management in China, the professional committee of risk analysis of China Disaster Defense Association has successfully held nine annual sessions in 2004 in Beijing, 2006 in Chengdu, 2008 in Guangzhou, 2010 in Changchun, 2012 in Nanjing, 2014 in Hohhot, 2016 in Changsha, 2018 in Xi'an, 2020 in Tianjin, and the tenth annual session was successfully held in the capital of China- Beijing in September 2022. This annual session was hosted by Institute of Geophysics, China Earthquake Administration, and Beijing Normal University.

Established in 1950, the Institute of Geophysics, China Earthquake Administration is a national research institution of Public Interest with over 70 years of development history, an important part of the national innovation system of public welfare research institutions, and the main body of scientific and technological innovation in national earthquake prevention and disaster relief work. With the main research areas of earthquake conception and occurrence mechanism, earthquake disaster prediction and engineering application, the Institute conducts basic and applied research in geophysics, focusing on strengthening the construction of two observation and experimental bases for the superior disciplines of seismology, internal earth physics, geomagnetism, gravity and deformation, and engineering earthquakes. The Institute has 3 academicians of the Chinese Academy of Sciences, 1 academician of the Chinese Academy of Engineering, 3 academicians of the Third World Academy of Sciences, 43 senior titles and 112 associate titles; it is one of the first units approved by the State Council to award master's and doctoral degrees, and has a mobile postdoctoral station. The Institute has pioneered China's seismic observation technology, seismic station (network) construction, seismic emergency response, seismic damage prevention and seismic scientific research. It has published the first, third, fourth and fifth seismic ground motion parameters zonation maps of China, and conducted research on key seismic zoning techniques for marine areas, rapid determination of seismic source parameters, methods and techniques for determining ground shaking parameters for major engineering structures, seismic safety issues for nuclear power plants, seismic analysis of lifeline projects, and seismic analysis of lifeline projects. It has also made important impactful applied scientific and technological achievements in the fields of seismic zoning in the sea, research on rapid determination technology of seismic source parameters, method and technology for determining ground shaking parameters for on key technology for quasi-real-time estimation of disaster situation based on seismic parameters, and have realized the transformation of scientific and technological achievements and services, which have provided the seismic disaster risk breeding environment. It has provided important scientific and technological support for the analysis, risk assessment and risk management of seismic hazards, and has continuously promoted the development of China's earthquake disaster prevention and mitigation cause.

Beijing Normal University (BNU), a key university directly under the Ministry of Education, is a prestigious institution focusing on teacher training, education and the basic disciplines of literature and science. The predecessor of the school was the Department of Education of Imperial University of Peking founded in 1902, which was renamed Supreme Education School of Peking in 1908, Beijing Higher Normal School in 1912, renamed Beijing Normal University in 1923, it was the first teacher training university in China's history. After more than 100 years of development, BNU has upheld the fine tradition of "patriotism and progress, honesty and simplicity, truthseeking and innovation, and being a teacher" and the spirit of the school motto "learning to be a teacher and behaving in a worldly manner", and formed the philosophy of "cultivating one's moral character and helping the world at large". In 2017, BNU has been listed in the “world-class universities”, and 11 disciplines have been selected for China’s “Double-First Class” Initiative. Beijing Normal University ranks among the top universities in China in terms of comprehensive strength of disciplines, with 77 undergraduate majors, 38 master's degree approved first-level disciplines, 32 doctoral degree approved first-level disciplines and 28 post-doctoral research stations. The existing 38 disciplines cover 10 disciplines, forming a comprehensive disciplinary layout. At the same time, BNU is an important force in national humanities and social sciences research and scientific and technological innovation, rich in educational resources, and an important base for cultivating high-quality and innovative talents. There are 22 academicians of the two academies (including double appointment), 40 special appointment professors under the "Changjiang Scholar Award Scheme", 54 recipients of the National Outstanding Youth Fund, 27 leaders of the Ten Thousand Talents Programme, one innovative researcher of high-level talents introduced from overseas, five nationally famous teachers of higher education, and eight innovative research groups of the National Academies.

The theme of this annual meeting is: Risk Analysis and Management of Uncoordinated Crises. The conference received positive responses from scholars, experts, engineers and technicians, government officials and entrepreneurs engaged in scientific research on risk analysis, risk analysis technology development, crisis response and emergency management. Despite the great impact of the epidemic, they overcame many difficulties, contributed and participated actively, and focused on earthquake disaster risk, agricultural disaster risk, ecological and environmental risk, meteorological disaster risk, financial risk, production safety risk, occupational health risk, new crown pneumonia epidemic risk and comprehensive risk. A total of 71 abstracts were received. During the conference, eleven keynote reports were organized, and 71 academic reports were organized in four sub venues. This conference gathered the latest progress in basic research and practical application in the field of risk analysis in recent years, and a group of excellent scientific and technological workers in risk analysis and research emerged, demonstrating the outstanding achievements in the field of risk research. Now 48 papers which have been submitted and strictly reviewed are included in the proceedings of this annual meeting.
