Abstract

With promoting the strategy of ruling by law in an all-round manner, the Chinese college teachers and students’ increased awareness of safeguarding their rights, the internal management in the higher learning institutions is receiving more and more attention from internal teachers, students, staff and society. As a manager, higher education institutions’ management is not perfect in the part of procedure. In order to make the management more legalization, democratization and institutionalization, it will be necessary to establish the hearing system of Institutions of higher learning.
