Abstract

The article highlights the main directions of transboundary environmental-economic cooperation in the North-West of Russia. It is shown that the effectiveness of these projects and programs can be improved by using the “partnership model” of cross-border cooperation, based on the principles of administrative and political decentralization and on the principles of direct financing of territories on opposite sides of the border by eliminating or substantial easing of customs and other barriers to the movement of goods, capital and labor, as well as by unifying the legislation of neighboring countries.
