The COVID-19 outbreak in 2020 has highlighted the need to investigate the current disease control system to ensure the health and safety of the Chinese people. The practice of epidemic prevention and control has shown the advantages of organization, command and emergency mobilization, as well as the superior ability to cope with complex situations and major risks and challenges, but it has also exposed problems in the surveillance and early warning system for emerging infectious diseases. Therefore, this paper will conduct a comprehensive literature review and systematic discussion to improve the ability of rapid response to disease and the decision-making ability of major epidemics.
