Abstract

The paper dwells upon the theory and methodology of researching the effects of migration on human resources (human capital) in the development of northern regions. It presents the main trends of migration in Russia. The author hereof analyzes international and Russian experience of using rotational jobs for the industrial development of the Far North. They further analyze how migration affects the regional human resources in the Far East and in the Republic of Sakha (Yakutia). The paper summarizes the sociological study of seasonal intraregional migration of local workers due to job rotations at AO Almazy Anabara. It further uses evidence from the Republic of Sakha (Yakutia) to explain why seasonal intraregional migration is a must for human capital development in the labor market created by the industrial development of northern regions.
