The study shows that the development policy of the forest management unit is crucial in determining the position of the forest management unit in relation to forest areas and promoting community development. The policy is crucial in optimizing the management and utilization of potential climate management funds within the regional forestry sector at the province, district/subdistrict and management unit levels. The implementation of forest area determination in Indonesia faces several challenges, including limited human resources, insufficient support from the local government, discordant relations, social conflict, and contradictory economic interests.
