Abstract

Chinese terrorists have engaged in terrorist activities in Central Asia, South Asia, Southeast Asia, other countries, and regions around China since a long time, which is becoming increasingly fierce after the civil war in Syria in 2011. The study mainly discusses the countermeasures from the perspectives of the political opportunity structure, frame narrative, and resource mobilization based on social movement theoretical research. The countermeasures include: to establish a new international political order, improve the governance capability of all countries; strengthen ideological education, and to establish and propagate antiterrorism frame narrative; to intensify intelligence work based on the big data to enhance the capabilities of forecasting, pre-warning and prevention; to improve international law enforcement cooperation promoting overseas counterterrorism action capability; to create a prevention and control network to control the returning of flight personnel, preventing the terrorism risk at home and abroad.
