Abstract

In Indonesia water pollution has reached the highest rate as a result of ill-treatment in disposing waste in industrial, plantation, farming, mining and residential areas. The regulations in Indonesia only govern the control and prevention on wastewater management handled by industries or other businesses through industrial licensing mechanism whereas there is no compulsory licensing on residential wastewater management. The government processes residential wastewater through a mechanism called System of Integrated Settlement Wastewater Treatment (SPALP) as a way to provide good and universal sanitation as well as to achieve one of the targets of Tujuan Pembangunan Berkelanjutan 2030 or Sustainable Development Goals (SDGs); eradicate poverty, ensure well-distributed development and environmental sustainability particularly to minimize the hazards of climate changes resulted from human's behavior. SPAL is the government's policy in which its management requires an institution, a funding and an instrument to ensure compliance towards it. Clean water supply is managed by the regional-owned enterprise (BUMD) according to its present condition. Therefore, SPAL has to be analyzed by BUMD or the local government as an effort to provide a public utility.
