In order to smooth out the game relationship and strategy selection between multiple participants in the prevention and control of the new crown epidemic, a three-way behavioral decision-making evolution game model of local governments, enterprises and the public was constructed, and the In order to smooth out the game relationship and strategy selection between multiple participants in the prevention and control of the new crown epidemic, a three-way behavioral decision-making evolution game model of local governments, enterprises and the public was constructed, and the impact of major factors such as willingness to participate, incentive degree and production limit on the stability strategy of the evolutionary system was investigated.
