- Abstract
Ex-convicts are ex-convicts who have lost independence and guidance in prison, The existence of ex-convicts in the community often causes trauma to ex-convicts because the community still has a negative view of it. This condition is one of the causes of ex-convicts to repeat criminal acts (recidivists). Public rejection of the existence of ex-convicts became the basis of this research. The purpose of this study is to optimize the development of ex-convicts in Indonesia in efforts to prevent recidivists. Method This study uses a doctrinal approach and non-doctrinal approach using primary data and secondary data. Data collection to support each other with library studies, observations and interviews. The results of the analysis are presented in a descriptive qualitative manner. This research specifically discusses and intends to reveal the optimization of the development of ex-convicts based on Human Rights that is different from the Guidance in prison and the prospects of guiding prisoners in the future. with the optimization in the formation of ex-convicts and the successful integration in a healthy manner with the community and the loss of the label “ex-convicts” they have the freedom to live their lives with the belief that they are human beings with the same rights and obligations and prevention of recidivists can be realized, so that the contribution of fostering ex-convicts can be realized. in line with the purpose of correctional pursuant to Law No. 12 of
