- Abstract
While sharing bicycles brings convenience to people's lives, the public’s illegal parking takes up public roads, making the game between local government and the public more prominent. In the past, most of the studies considered that the public, local government, and enterprises should be co-governated, but the measures were same, and did not find out the intrinsic mechanism and effective measures for the collaborative management. This paper uses the method of cooperative game model and concludes that the tripartite cooperation will lead to a significant reduction in the costs of each party. It also proposes a new idea for governance——“local government guide and encourage, enterprises cooperate and respond, and the public participate actively”, so that the public can consciously put shared bicycles in the specific place, whether or not the governments supervise.
