Abstract

Dealing with the online public emergency accurately means a lot to the public security preservation, and the key to the successful preserved way is the local government’s ability to make a proper crisis decision-making. In the April of 2017, “Luzhou Taifu Middle School Incident” turned into a serious online public emergency at last because of the complex background, leading the linkage of online and offline, and making several influence to the public security and social stability. This essay set this incident as an example to deeply analyze the problems, which made by the local government when they made crisis decisions to deal with this online public emergency. For instance, the weigh of the importance of the online public emergency made by the decision-making subjects had deviations in the multitasking situation, leading the lack of administrative allocation of resources; the unskilled execution of the crisis public relation had obvious mistakes, causing errors in the crisis decision-making; the supervision and implementation of the online public decision-making was seriously missing. Based on these problems, here we suggest the local government set up early warning mechanism of the hot spots of public emergency; carry out daily training and drills of the decision-making process, which aims to deal with the online public emergency, to improve the awareness and ability of crisis public relations; complete the supervision and implantation system of decision-making to maintain the effectiveness of crisis decision-making and execution.
