Abstract

The purpose of this study is to describe and analyze the implementation of remuneration policy in the Department of Public Administration Universitas Brawijaya. Descriptive qualitative approach was used using interviews, observation and documentation analysis. Data were analyzed using Strauss and Corbin grounded theory approach; open coding, axial coding and selective coding. The results indicate that the implementation of remuneration policy in the faculty does not significantly affect employees’ salary as well as improve employee performance. This study identifies communication barriers and uncertainty of information are the main factors of the policy failure.
