- Abstract
The implementation of National Development depends on the ability of the government apparatus through elements of leadership to the implementing elements, namely those who directly play an important role in development, including civil servants. Thus, one of the efforts that is expected to be able to improve and achieve the quality of work civil servants was by coaching personnel through enlightenment and apprenticeship. This was a qualitative research with descriptive method. Research informants were determined through purposive sampling. Data in this research were collected through interviews and documentation. Then, data were tested using triangulation techniques and analyzed by data reduction, data presentation, conclusion, and verification. The results of this research showed that enlightenment and apprenticeship still had some obstacles in its implementation. These obstacles came both from the inside of organization and from the outside of the organization. Therefore, several solutions were needed to overcome these obstacles.
