Abstract

The enactment of Law No.5 of 1979 on Village Government and with the issuance of Decree (SK) of Governor of South Sumatera No.142 / KPTS / III / 1983 on the abolition of the clan system in South Sumatra, practically making the clan governance system in South Sumatra changed into village government. Kemargaan government system is a government system that is sourced from kinship in clans in South Sumatra as a community entity which is a self governing community based on territorial and geneologis elements. although the clan administration has changed with the village governance system, in fact indirectly, does not eliminate the norms of citizenship as a reality of values ​​maintained and affect the social culture and political structure in the community in the village of Segara Kembang in OKU district, it can be concluded that, the community in the kinship system Kemargaan in Segara Kembang village in the modern democratic condition has transformed the new political structure in the use of "Kepuyangan" trust value as a political instrument to gain public support through tribal and primodial relations, thus giving a new pattern in local political contestation in South Sumatra . Methodology in this research through descriptive-qualitative approach. Data obtained through observation, interviews and documentation. To analyze the influence of clan kinship system in Segara Kembang Village of OKU Regency in forming political instrument, this research highlights on two important things, namely political relation and political structure. Both of these are intended as a limitation in looking at the influence of Kemitraanan kinship system in the process of creating political instruments in the village of Segara Kembang In Segara Kembang Village, Ogan Komering Ulu Regency, South Sumatera
