This volume contains a unique collection of papers collected at 2023 2nd International Conference on Urban Planning and Regional Economy (UPRE 2023), which took place in Beijing, China, on April 21 to 23, 2023. Each paper recognizes the seminal contributions to urban planning and regional economy made by every author and acknowledges their impact on their own researches.

The scientific participants of the Conference had many fruitful discussions and exchanges that contributed to the success of the Conference. Participants from more than ten countries made the Conference truly international in scope.

There were three plenary keynote speeches covering different areas of the Conference: Prof. Amir H Gandomi (University of Technology Sydney, Australia) talked on Evolutionary Intelligence in Technology and Economy, Prof. Lin Liu (Beihang University, China) on Digital Economy and Green Retailing, and Assoc. Prof. Xiaohui Hu (Nanjing Normal University, China) on Economic Restructuring in Old Industrial Areas. The speakers gave very illuminating lectures that drew many people’s full attention. These speeches, held on Saturday morning, were very accessible to a general audience. In addition, there were ten oral reports on ongoing current research. These talks covered the full range of the Conference topics, which includes traffic management and supply chain, regional policy and local economic transformation, scenic spot development and tourism economy, urban modernization and high-tech economy, etc.

All in all, the 2nd International Conference on Urban Planning and Regional Economy in Beijing was very successful. The plenary speeches and the progress and oral presentations bridged the gap between the different fields of urban planning and regional economy, making it possible for non-experts in a given area to gain insight into new areas. Also, included among the speakers were several young scientists, who brought new perspectives to their fields.

We would like to acknowledge the authors of the papers collected in the present volume, the members of the Technical Program Committee and Local Organizing Chair for their guidance and support and the referees for their generous work. Our thanks also go to the editors and other staff of Atlantis Press, for their time and kindness in waiting for the final submission of the papers.

Given the rapidity with which science is advancing in all of the areas covered by UPRE, we expect that these future UPRE conferences will be as stimulating as this most recent one was, as indicated by the contributions presented in this proceedings volume.
