Abstract

With the rapid development of the digital economy, the cross-border flow of personal information is becoming more and more frequent, and the construction of a mechanism for the cross-border flow of personal information is imperative. Guangdong, Hong Kong and Macao have different jurisprudential foundations, legislative status, and safeguard mechanisms for personal information protection. Based on the excellent experience of foreign countries and the clear direction of change, the Greater Bay Area is facing the problems of personal information rights and pricing, the convergence of protection systems, and the regulation of cross-border flows as well as synergistic governance issues. In this regard, the Greater Bay Area should improve the mechanism of cross-border flow of personal information in Guangdong, Hong Kong and Macao through four paths: clarifying the mechanism of personal information rights determination and pricing, formulating unified rules for cross-border flow, improving the regulatory mechanism, and interacting with collaborative governance. Improve the mechanism of cross-border flow of personal information in the Guangdong-Hong Kong-Marco Greater Bay Area, and promote the high-quality development of personal information protection in China.
