- Abstract
It is of great importance to promote the sustained development of the region by improving the fertility willingness of the population of childbearing age. This paper selects the childbearing age population in Harbin, Heilongjiang Province as the survey object, uses the Smith policy implementation process model to analyze the dilemma of the three-child policy in Harbin, and puts forward feasible suggestions.
