Proceedings of the 8th Annual Meeting of Risk Analysis Council of China Association for Disaster Prevention (RAC 2018)

Today, mankind has entered the era of global risks. The risks in many fields such as nature, society, and the environment have become common issues for all people in the society. With the implementation of China’s “the Belt and Road” strategy and the continuous economic growth, we need to treat risks and strengthen risk communication from a global perspective, scientifically identify and analyze various risks, and effectively improve risk prevention and management capabilities.

The Risk Analysis Council of China Association for Disaster Prevention (RAC) is a unique academic organization in multi-disciplinary research on risk analysis in China. RAC organizes its meeting every two years, and conducts a council election every four years. The number of members increased from 81 in December 2004, when RAC was founded, to more than 450 today. RAC’s international platform, the Society for Risk Analysis – China (SRA-China) was established in Beijing on October 19, 2009 to promote internationally academic exchanges and cooperation. A series of biennial international conferences of Risk Analysis and Crisis Response (RACR) have been held in Shanghai (2007), Beijing (2009), Laredo, Texas (2011), Istanbul (2013), Morocco (2015) and Prague (2017). The official publication of SRA-China, Journal of Risk Analysis and Crisis Response (JRACR), was launched in France in 2011. The papers published in JRACR have been cited 337 times by SCI journals. The journal has been entered the SCI review process. This book is composed of 111 high-quality papers submitted to the 8th Annual Meeting of RAC. These papers go through a rigorous peer review process, which reflects the importance of risk analysis research in China. The proceedings cover almost all risk-related fields, including risk theory and methods, crisis response in many areas such as nature, society, environment, finance, insurance and project investment and financing, emergency management, and risk management etc.

This annual conference is hosted by Xi’an University of Architecture and Technology (XAUAT) in the famous historical and cultural city of Xian, which is located in the central section of China. XAUAT is one of the famous “Old Eight Schools” in China, and pooled together the earliest elites in the disciplines of civil engineering, architecture, and municipal engineering in the history of modern Chinese higher education. It is among the first batch of universities authorized by the State Council to grant doctorate, Master’s, and Bachelor’s degrees. Now XAUAT is the implementation institution in “National Construction High-level University Project” and “Central and Western University Basic Capacity Building Project”, and it’s the high-level university in Shaanxi Province and the cooperation of Shaanxi Province and the Ministry of Housing and Urban-Rural Development. Holding the conference at such a prestigious place will undoubtedly positively impact the development of risk-related research in China.
