Abstract

This paper outlines the development methods of a capability-based system with an emphasis on the key concepts of Capability Based Planning (CBP) and Capability Portfolio Management (CPM) by sorting out related research and application at home and abroad. It provides theoretical support for the construction of the system development model and makes prospects for capability-based system development.
