Abstract

This study focuses on the critical role of grass-roots emergency management in safeguarding social stability and public safety. By analyzing the systemic challenges and practical solutions across the pre-crisis, mid-crisis, and post-crisis phases, this paper provides a comprehensive framework for enhancing grass-roots emergency management capabilities. The research not only contributes to the theoretical discourse on resilient governance but also offers actionable recommendations for improving governance efficiency and social harmony at the grass-roots level. In recent years, China has achieved remarkable results in the construction of its emergency management system, especially in enhancing the emergency management capabilities at the grass-roots level, where it has formed practical achievements with regional characteristics. However, during the in-depth research on some counties and cities, it was found that there are still many deficiencies in the grass-roots emergency management work in some counties and cities. Therefore, it is urgent to strengthen the ability of primary emergency management and improve the level of resilience governance. This paper analyzes the main problems faced by grass-roots emergency management from the three stages of pre-crisis, mid-crisis and post-crisis, and puts forward corresponding solutions, so as to provide theoretical support and practical reference for improving the ability of grass-roots emergency management.
