- Abstract
In recent years, the number of road traffic accident fatalities in China has remained at a relatively high level compared to developed countries in Europe. The existing road traffic safety management measures in China primarily focus on assigning responsibility to individuals who violate traffic regulations. However, the successful international experiences of road traffic governance indicate that a socialized road traffic safety governance approach based on the “Vision Zero” strategy can significantly reduce the occurrence of road traffic accidents. This paper reviews the principles and measures of road traffic safety governance in three countries, namely Sweden, Netherlands and United Kingdom. This research also includes their planning and evaluation of emerging road traffic technologies. Based on this review, the paper proposes a three-pronged approach to road traffic safety resilience governance in China, driven by technology, management, and culture. This approach aims to provide a theoretical framework for road traffic safety governance.
