IWPOSPA Law, Economic and Management 2025 provides an international forum for researchers, academics, industry professionals, policymakers, and students to share knowledge, present research findings, and exchange innovative ideas addressing current and future challenges in transportation, maritime affairs, legal frameworks, economic development, and management practices. The conference theme, “Sustainable Innovation for Safety and Security of Ferries Transport Systems,” reflects the collective commitment of stakeholders to advancing safer, more secure, and sustainable ferry transportation systems through research, innovation, sound governance, and international collaboration. As the world's largest archipelagic country, Indonesia depends significantly on river, lake, and ferry transportation to connect communities, support economic activities, facilitate the movement of goods and passengers, and promote regional development. Ferry transportation serves as a critical component of national connectivity and plays a strategic role in strengthening social cohesion, enhancing trade, and supporting tourism. Nevertheless, the sector continues to face challenges related to operational safety, security, regulatory compliance, economic efficiency, infrastructure development, and institutional governance. In an era of rapid transformation, the sustainability of ferry transportation systems requires not only technological advancement but also effective legal frameworks, sound economic policies, and efficient management practices. Regulatory innovation, risk governance, stakeholder collaboration, sustainable financing mechanisms, and strategic management approaches are increasingly important in ensuring that ferry transportation systems remain safe, secure, resilient, and responsive to evolving societal needs. The discussions and research contributions presented during IWPOSPA Law, Economic and Management 2025 focus on three interconnected pillars. The first is Safety, emphasizing the enhancement of operational standards, risk management, and accident prevention. The second is Security, addressing the development of resilient systems capable of responding to operational, technical, and emerging threats. The third is Sustainability, promoting effective governance, economic viability, environmental responsibility, and long-term development within ferry transportation systems. These proceedings compile selected papers presented at IWPOSPA Law, Economic and Management 2025, representing diverse perspectives and contributions from scholars and practitioners across various disciplines and countries. The collection highlights recent developments in transportation law, maritime governance, economic policy, management innovation, safety and security systems, and sustainable transportation development. We hope that these proceedings will serve as a valuable scientific reference and inspire further research, collaboration, and policy innovation in the transportation sector.
