Abstract
The report is devoted to the problem of systematization of software in information computing systems for critical infrastructures. The basis of systematization is the principle of necessity. Necessity is considered in three aspects: existential (necessity for existence), functional (necessity for functioning) and goal (necessity for achieving the goal). This view allows us to introduce the concept of software layers, as well as a more rigorous approach to its classification.
