- Abstract
There is often an implementation gap between policy-makers’ intention and the outcome of policies. If a good policy is not implemented strictly and effectively, it will greatly reduce the effectiveness of the policy. This paper will discuss this phenomenon and analyze the causes and solutions with two typical cases. Through this case study, it can be found that, on the premise that the system and the policy itself are legal and reasonable; the design of the policy system should be adapted to the actual needs and continuously improved during the implementation process. Furthermore, the improvement of government capacity and appropriate stimulation of local officials can also guarantee the effective implementation of policies.
