Abstract

“Social disadvantaged group” and “social vulnerable group” are intrinsically linked, but the connotations are not exactly the same two concepts. “Social disadvantaged group” refer to the overall weakness of social survivability, including those that are at a disadvantage in economy, power, culture, status and health. “Social vulnerable group” are groups that are fragile, vulnerable and resistant to risk or poorly tolerated. The biggest difference between the two is that the emphasis is different. The “vulnerable group” emphasizes social survivability, while the “vulnerable group” emphasizes anti-risk ability.
