COVID-19 Pandemic outbreak in 2020 demanding various changes and adjustments in every aspect of life. In the middle of this “new normal” phenomenon, law as a system of values carrying a transformative character; that not only upholding the society, but also forcing the society to adapt and change. This continuous, constant, and reciprocal transformation demand the government to act dynamically as well. This is what being called as dynamic governance, defined as the ability of the government to adjust every policy and decision continuously and constantly, including to transform the policy-making process and the implementation of policies. Therefore in 2021, Badan Penelitian dan Pengembangan Hukum dan Hak Asasi Manusia (Research and Development Agency for Law and Human Rights), a think-tank on law and human rights policymaking process for the Ministry of Law and Human Rights Republic of Indonesia, in collaboration with Djokoseotono Research Center Faculty of Law University of Indonesia, called up and invited scholars, practitioners, and policymakers at all stages and across disciplinary boundaries to contribute to The 2nd International Conference on Law and Human Rights 2021 (ICLHR 2021) with theme: “Restructuring Law and Human Rights in New-Normal Society” in 3-6 May 2021. This conference was held to commemorate Indonesian National Education Day.

ICLHR 2021 online meeting mainly cover oral presentations, keynote speech, and online Q&A discussion. The theme “Restructuring Law and Human Rights in New-Normal Society” was further discussed in four streams: Law, Human Rights and Development; Law, Structure, Health Ecosystem; Justice and Legal Empowerment; and Law, Culture and Identity. These streams were discussed by 27 qualified speakers at the Plenary Session from various countries including: Indonesia, Australia, Netherlands, Singapore, United Kingdom, Thailand, Philippines, Malaysia, Germany, Vietnam and the World Health Organization (WHO). There were also 141 papers representing issues in the four streams presented by authors from 11 countries: Indonesia, Australia, Brunei, India, Malaysia, Poland, the United States, Vietnam, Thailand, Myanmar, and the Philippines.

The proceedings present a selection of high-quality papers submitted to the conference by researchers, academics, and practitioners from universities, research institutes, and other institutions. We are thankful to all the authors who submitted papers and for their participation and their interest in ICLHR 2021 a platform to share their ideas and innovation. The papers were selected based on their quality and their relevance to the conference. All the papers have been through rigorous review and process to meet the requirements of international publication standards. Thanks to all the peer reviewers for their hard work in controlling the quality of the articles. It is expected that the results of the conference will inspire and help scholars in the field of law and human rights.
