To achieve this objective, the reserachers made a combina-tion of qualitative and quantitative approaches is used, with a popu-lation of all fishermen households that have remained for at least five years. Sample determination was done by using multilevel cluster technique. The results show that poor fishermen do not seem to have any initiative to solve the problems they face. From the main ele-ments of social capital, some potential social capital can be identified in the fishing communities in the study sites.
