- Abstract
The number of workers dispatched by China has been increasing. As of October 2019, there were approximately 1.012 million workers sent overseas, and the dispatched workers totaled 9.007 million. The majority of them are in Asia and Africa, whose proportions in 2018 were 70.04% and 20.17%, respectively. They are mainly in low-quality employment. At the end of 2017, the proportion of laborers in the construction, manufacturing and transportation industries reached 73.4%. However, many of them earn a high salary. In countries and regions with a large number of laborers, such as Singapore, Algeria, and Indonesia, the actual annual per capita income of laborers exceeds 90,000 yuan. However, the management system of China’s foreign cooperation business of labor service is imperfect, there are still many illegal intermediary agencies, and the protection of overseas labor rights and interests is still mainly through consular protection. Therefore, the paper proposes that a special institution should be established to manage the foreign cooperation business of labor service. Improve the legislation related to foreign cooperation of labor service, and establish and improve a mechanism for resolving labor disputes through legal channels.
