Faced with economic shifts, Hainan’s deep-sea equipment sector is crucial for regional prosperity, with digital and green advancements significantly impacting GDP growth. This study explores the factor market distortions that hinder industry transformation, affecting innovation and investment. The research finds that although digital green initiatives have positive economic potential, market distortions limit these benefits. This paper presents policy recommendations to optimize market factors, enhance innovation, and accelerate industry transformation to revitalize Hainan’s economy.
