This research uses descriptive qualitative research method which is a case study on the research object, namely the 3 selected clusters, the government concerned, and consumers (visitors). The existence of street vendors itself still brings problems in the Kupang City cluster, so it is necessary to have a reengineering process, namely partnerships and business re-engineering as an appropriate empowerment effort so that the existence of street vendors can become a potential culinary tourism for both local and foreign tourists.
