Abstract

Decentralization in Indonesia has brought enormous opportunities for this country’s further social and economic development. Local governments as well as local house of representatives were no longer dominated by political elites coming from political parties. New leaders arise from outside political parties, bringing hope for change. Recent development however, does not show satisfactory results. The Corruption Eradication Commission caught several local governments’ leaders for corruption cases. Preconditions required for successful decentralization have not been fulfilled. This bring questions on where this decentralization system is going and whether this system would be able to manage integrity in public sectors.
